
Ulaanbaatar, 25 September 2025 – The China International Development Cooperation Agency (CIDCA), the United Nations Development Programme (UNDP), and the Chingeltei District of Ulaanbaatar launched the “Upgrading Ger Districts in Ulaanbaatar Through Solar Photovoltaic System Implementation” project to tackle air pollution and accelerate Mongolia’s just energy transition. The project will consist of three components: (1) a grid-connected photovoltaic (PV) power plant with a total installed capacity of 10 MW including an associated battery energy storage Ssation (BESS), (2) a number of off-grid PV and BESS units for rural health clinics, secondary schools and food manufacturing and storage facilities and (3) power grid reinforcement investments to improve security of supply, reduce technical losses and increase its renewable energy take-up capacity. Exploiting the potential of solar energy applications for both electricity and heat in Uzbekistan and encouraging investment in solar projects regardless of size and technology requires setting clear policy targets and complementing them with attractive incentive mechanisms, e.g. that foster self-consumption while avoiding unintended negative system integration impacts, such as real-time self-consumption schemes at a value-based price fixed by the regulator.
