The bloc’s first cross-border solar tender launched in April 2023 under the EU Renewable Energy Financing Mechanism. It saw CINEA sign grant agreements with seven solar projects across Finland with a combined capacity of 212.99 MW, to be financed with funds from Luxembourg. A second cross-border solar tender ran in July 2024.
The new list includes projects connecting the energy networks of EU countries and, for the first time, projects of mutual interest (PMIs) with non-EU countries. Out of the 166 selected PCIs and PMIs, over half (85) are electricity, offshore and smart electricity grid projects, with many expected to be commissioned between 2027 and 2030.
The London Protocol, for example, shows that gaps in regulation persist for Australia, hindering cross-border CCS pathways. While financial support exists, it falls short of covering project costs, with current government funding in the range of US$10 million – $30 million.
This attractiveness has prompted countries like Japan and South Korea, eager for cross-border solutions, to forge alliances with counterparts such as East Asian companies, as well as Southeast Asian and Australian players. Notable among these are Malaysia’s Petronas, Indonesia’s Pertamina and Australian companies like Santos and Woodside Energy.
